Son of a career Mexican Ambassador/Consul General, he had the opportunity to study in Paris, Toronto and the French Lyceums in Lisbon and Madrid, obtaining a mention in the Bachalauréat of Economic and Social Sciences in the latter.
Subsequently, he studied at the Escuela Libre de Derecho, where he graduated with the thesis “The Discretionary Activity of the Administrative Authority”.
At the end of his degree, he worked 4 years in the public sector: first, at the invitation of one of his teachers, in the General Directorate of Legal Affairs of the Ministry of Tourism, in which during the first year he successively held the positions of Head of Department of Legislative Projects, Deputy Director of Legal Analysis and Director of Litigation; and the following 3 years in the General Directorate of Legal Affairs of the then Secretary of Agriculture and Hydraulic Resources, where he was Consulting Director.
Later, he was an adviser in London to an international businessman.
